São Tomé and Príncipe grants citizenship in exchange for a one-time donation to its National Transformation Fund: USD 90,000 for one person, or USD 95,000 for a main applicant with up to three dependants. The whole process is remote, and you pay the donation only once the government approves your application. AIM Global is a licensed agent of the programme.

Who applies
Who chooses São Tomé, and why
In its first year, the programme received 548 applications from 72 nationalities. The largest groups came from China (29%), Russia (22%), Iran (9%) and Germany (5%), and almost half were families of two to four people. This is what they get.
When your nationality narrows your options
The programme is open to every nationality except North Korea, and to stateless people. Several Caribbean programmes no longer accept applicants from Russia, Belarus or Iran; São Tomé does. There is no due diligence surcharge by nationality, and a rejection by a Caribbean programme does not rule you out. Every applicant still goes through full background checks.
One donation for the whole family
USD 95,000 covers the main applicant and up to three dependants, and citizenship passes to future generations. Your spouse and minor children are naturalised with you. For children aged 18 to 30, parents and grandparents, naturalisation is on hold until a revised dependants law takes effect.
A door to the Portuguese-speaking world
São Tomé is a founding member of the Community of Portuguese Language Countries (CPLP). Brazil and Portugal have special residence and naturalisation rules for CPLP nationals. Whether they apply equally to citizens by investment has not been tested yet. See the details.
A Plan B that doesn't depend on Europe
São Tomé never had visa-free access to the Schengen area, so there is no European privilege to lose. Vanuatu lost its access in 2024 and, according to Antigua and Barbuda, the European Union has asked the Caribbean programmes to close by June 2028.

Remote and confidential
No visit, interview or fingerprints at any stage, and the passport can be renewed remotely. The government does not publish the names of people who acquire citizenship through the programme.

The programme
What it is and what you get
The Citizenship by Investment Programme of São Tomé and Príncipe, an island nation off the coast of Central Africa, is in its second year. It is run by the Citizenship by Investment Unit, and the Council of Ministers approves each application. In its first year it approved 350 applications and rejected 12. Those who qualify and make the donation receive São Tomé citizenship, with the same rights as a citizen by birth.
Keep your current citizenship
São Tomé and Príncipe allows dual citizenship, up to three citizenships including São Tomé's. Some countries, such as China and India, do not: check your home country's rules before you apply.
It passes to your descendants
Future generations also receive citizenship, under Decree-Law 07/2025.

Valid for 7 years for adults and 3 for children under 16. Renew it remotely, at the embassies in Beijing, Brussels or Lisbon, or at the Unit's office in Dubai.

Who gains the most
It depends on the passport you already hold
- Afghan, Syrian, Iraqi, Pakistani, Yemeni, Bangladeshi, Nigerian or Iranian passports. The biggest gains, often including Singapore, Hong Kong, the Philippines, South Africa and Central America.
- Chinese passports. Some gains, mainly in Central America, the Philippines and South Africa.
- Russian, European or North American passports. You already reach almost all of these destinations. For you, the value lies in eligibility, family and the CPLP, not in travel.

Tax and CPLP
Tax, Portugal and Brazil
These are the two questions we hear most: whether this citizenship changes what you pay in tax, and whether it opens the door to Portugal or Brazil. This is what the law says today.
Tax: you pay where you live
- São Tomé and Príncipe taxes by residence, not by citizenship. If you don't live there, you pay no tax in São Tomé on income you earn abroad.
- Citizenship does not change your tax residence: you keep filing and paying where you live.
- It does not take you out of the automatic exchange of bank information between countries (CRS). Banks ask where you live, not just which passport you hold.
- US citizens remain taxable in the United States.
- If you ever move there, you become a tax resident once you spend more than 180 days a year in the country or make it your home. Residents pay tax on their worldwide income at progressive rates of up to 25%.
São Tomé and Príncipe is not a tax haven: it is not on the European Union's list of non-cooperative tax jurisdictions (February 2026 update), and it taxes companies at 25% and consumption at 15% (VAT). This is general information, not tax advice. Check your case with your tax adviser.
Portugal and Brazil: the CPLP door
- São Tomé and Príncipe is a founding member of the Community of Portuguese Language Countries (CPLP), which signed a mobility agreement in 2021.
- Brazil grants CPLP nationals a two-year residence permit on the basis of nationality alone, with a passport and a criminal record check. It can later become permanent.
- Portugal requires CPLP nationals to obtain a residence visa at a consulate (since October 2025) and lets them apply for citizenship after 7 years of legal residence instead of 10 (since May 2026).
Nobody knows yet whether these rules apply equally to people who acquired their nationality by investment. Portuguese law does not say, and no case has got that far. That is why we don't present it as a guarantee.
There are more direct routes, such as the Golden Visa or a residence permit. We handle them from our Lisbon office.
Cost
What you pay the government, and when
The amounts are set by the government of São Tomé and Príncipe and are the same with every agent. They are paid in US dollars, by bank transfer, at two points. A couple and a family of four make the same donation. On top of that, AIM Global charges a fee of USD 15,000.

You also pay to prepare your documents: certifications, English translations, a medical exam and police certificates. Amounts set by the programme, version V2/2026.
How much does it cost your family?
Count everyone on the application, including you.
A USD 95,000 donation, the same for two, three or four people, plus USD 750 per person in documents: USD 103,000 to the government and USD 15,000 to AIM Global. It does not include the cost of preparing your documents.
No instalments
The donation is paid in full within 90 days of approval in principle. You can request a single 90-day extension.
US dollars, bank transfer only
Cash is not accepted. Your wealth may come from crypto assets if you can document their origin, but the payment to the government is made in US dollars.
Payments through the agent
Under programme rules, payments are made by the agent. With the Unit's prior approval, they can also come from your personal account.
How it compares
At USD 90,000, São Tomé and Nauru are the cheapest citizenship by investment programmes in the world. Nauru's price is a promotion that ends on 31 December 2026, when it rises to USD 115,000. São Tomé also charges a single donation for a family of up to four. In exchange, its passport opens fewer doors than those of the more expensive programmes.

Minimum: the donation set by each programme. Route: a donation is not recovered. The Caribbean programmes also accept a real estate purchase, which ties up more capital but can be resold after a holding period set by each programme; São Tomé only accepts the donation. Family of 4: for São Tomé, the government amounts plus AIM Global’s fee; for the other programmes, all-in estimates published by Immigrant Invest in June 2026, including government costs and fees. According to Antigua and Barbuda, in 2026 the European Union asked the five Caribbean programmes to close by June 2028 or risk their visa-free access to Europe.
Requirements
Who can apply, and with whom
The main applicant must be at least 18, have a clean record and be able to document the source of funds. The programme is open to every nationality, including stateless people, with one exception: citizens of North Korea.

Applications that include them are accepted and processed. But once approved, their naturalisation and passports stay on hold until the revised dependants law is published and takes effect. We tell you this before you decide whom to include.
The law allows up to three citizenships, including São Tomé's. If you already hold three or more foreign citizenships, you cannot apply for now: the Unit is holding these cases while Parliament reviews the rule.

It does so in 3 to 4 working days and issues the filing invoice. Once it is paid, the Unit confirms in writing that your application has been submitted.

Background checks
The Unit verifies your information and sends its recommendation to the Ministry and the Council of Ministers, which decides. There is no surcharge based on your nationality.

Approval in principle
If you are approved, the second invoice arrives: the donation and the citizenship document fees. If you are rejected, you can appeal with new evidence.

Donation and oath of allegiance
You have 90 days to pay, extendable once. Every applicant aged 18 or over signs the oath of allegiance before a notary, lawyer or consul, and the passport application is completed.

The Unit issues the certificate of registration, the ID card and the passport, and hands the originals to us.

Everything in English or translated by an accredited translator. Colour copies certified by a notary or lawyer; no apostille needed. Documents issued within the last 6 months.
According to the Unit's first-year report (1 September 2026), approval in principle took about 2 months on average, and the fastest just 26 days. Applicants who have already received their passport got it in about 4 months on average. But the Unit itself acknowledges that issuing documents has not kept pace with approvals, so the wait after payment can currently be longer. There is no paid fast track: the programme considers its standard timeline already expedited.

When it makes sense, and when it doesn't
This passport solves some things well and others not at all. Better to know before you pay the filing fee.
It makes sense if
- Other citizenship programmes no longer accept your nationality.
- You want a second citizenship for your family with a single donation.
- You want an alternative that doesn't depend on a deal with Europe.
- You don't want to relocate or travel to apply.
- Your current passport needs visas for places like Singapore, Hong Kong or South Africa.
- You want to pay the donation only if you are approved.
Look elsewhere if
- You need visa-free travel to Europe, the UK or the US. Look at Argentina's citizenship by investment or Portugal's Golden Visa.
- You want to live in Europe. You need a residence permit, not this passport.
- Your home country does not allow dual citizenship, as in China or India, and you need to keep your current one.
- You already hold three or more foreign citizenships.
- You want to pay less tax. Citizenship does not change your tax residence.
- Your partner is of the same sex: the programme does not accept them as a dependant.
- You need to pay the donation in instalments.

No. You don't need to visit the country to apply, during the process or afterwards, and the passport can be renewed remotely. There is no interview and no fingerprinting.
Not under São Tomé law, which allows dual citizenship up to three citizenships in total, including São Tomé's. But some countries, such as China and India, do not allow dual citizenship: check what your home country's law says.
There are no extra due diligence fees for any nationality. Every applicant is assessed on their own merits, with the same background checks. The only nationality excluded is North Korea.

It may help, but it is not a guaranteed shortcut. As a CPLP national you can apply for Brazil's CPLP residence and Portugal's CPLP residence visa; in Portugal, CPLP nationals can apply for citizenship after 7 years of residence instead of 10. Nobody has yet tested whether these rules apply equally to people who acquired their nationality by investment.
You don't pay the donation, since it is only paid after approval. The filing fee is not refunded. You can appeal with a formal request and supporting evidence; the appeal fee is USD 5,000. If you prefer to withdraw, you can do so until the Unit has decided, but not afterwards.
